
The William M. Bulger Excellence in State Legislative Leadership Award is confer–red annually on a state legislative leader who has worked to preserve and build public trust in the institution of the
state legislature and whose career embodies the highest principles of leadership - integrity, compassion, vision and courage.
In 1996, the State Legislative Leaders Foundation first honored William M. Bulger, former president of the Massachusetts State Senate, for his distinguished career in public service and particularly for his commitment to protecting and strengthening the institution of the state legislature. That event was the catalyst for the annual Excellence in State Legislative Leadership Award.

Eligibility
To be eligible for the William M. Bulger Excellence in State Legislative Leadership Award, an individual must hold (or have held within the past two years) the position of State Senate President, Senate President Pro Tempore, Speaker of the House, Speaker Pro Tempore, Majority Leader, or Minority Leader.
Selection
Award recipients are selected by an independent, non-partisan Selection Committee comprised of distinguished academicians and leaders from both the public and private sectors.
Sponsorship
The Excellence in Leadership Award is sponsored jointly by the State Legislative Leaders Foundation and the National Conference of State Legislatures.
Award Presentation
The award is presented to the recipient during a special presentation. Along with the award, the recipient receives a check for $10,000 payable to the charity or institution he or she designates. These monies are often used as a catalyst for raising substantially larger contributions to endow special educational sponsorships at colleges and universities across America.
2008 Recipients
The 2008 winners of the William M. Bulger Excellence in State Legislative Leadership Award are New Jersey Senate President Richard J. Codey and former Minnesota House Speaker Steve Sviggum.
